Transparency & Accountability Grants, Africa (SS)

The Transparency and Accountability Program is a small (10 month) competitive grants program open to civil society organizations based in low- or middle-income countries. The Grants Program supports organizations that seek to increase their capacity to conduct both high-quality research on public resource utilization and high-impact evidence-based advocacy to improve the efficiency and equity of public spending in health, education, and water services.   In pursuit of this goal, TAP incorporates both analytical and dissemination components for each grant round:


To improve the analytical skills of grantees, TAP centers each grant round on a specific public expenditure topic or methodology (such as Public Expenditure Tracking Surveys, Absenteeism Studies, Benefit Incidence Analysis, and so on). TAP develops topic resources, sponsors peer-learning opportunities for grantees working on similar themes, and helps grantees connect with subject-matter experts on an as-needed basis.



TAP grantees utilize their findings and policy recommendations from their analytical studies to advocate for better decisions and actions by stakeholders (including national and local government leaders, frontline service providers, NGOs, and others).

Long Term Grantee Window (January 2011 - August 2013).


In the newest phase of our Grants Program, TAP will sponsor up to five (5) organizations to design and implement a series of related research and advocacy projects that focus on improving how money is being spent and how services are being delivered in the health and education sectors at the national, sub-national, and/or local level in their countries. The goal of each supported project will be to improve the effectiveness of public spending and service delivery in a health or education sub-sector or program so that government resources are reaching and improving the lives of those who need them most. Under this Request for Proposals (RFP), we will support up to five (5) organizations based in eligible sub-Saharan African countries (Burkina Faso, Ghana, Kenya, Mali, Rwanda, Senegal, Tanzania, Uganda) to design and undertake three related projects between January 2011 and August 2013.


The application process for this grant round will be administered in two stages. First, all applicants are required to submit an Expression of Interest (EOI) using the template below. EOIs will be accepted until close of business on 9 December 2010. Applicants will be notified about whether they have been invited to submit a full proposal within two weeks of the EOI deadline, at which time instructions for submitting a full proposal will be posted on the TAP website. Full proposals will be accepted until the close of business on 28 January 2011. Any organization interested in applying for the Grants Program should first read all documents posted below, including background information and Expression of Interest instructions.

IMPORTANT: Please do not send unsolicited emails seeking funding support to donor agencies. This will discredit your organization and can also bring bad reputation to you as an individual. Fundraising is a competitive process and you need to follow ethics and not spam donor emails with long, unrelated requests for grant support. If you just keep sending emails seeking support without knowing your donor, your chances of raising funds for your NGO will be drastically reduced and you may be blacklisted as a spammer.
